According to this posting by an Opera member of staff on the Opera news server. The 9290 does not come with the Opera web browser only the 9210i does. At least this clarifies the confusion that people have been having over the 9290 browser but I think it is very bad for Nokia to release a new device with the old browser. Why would they do it? Awful PR. If you look at the full thread then it seems that both Nokia and Opera are purging references to the 9290 having Opera from their websites.
