I think O2 variant handsets are not network locked anyway. But if, say, you pay Orange the £20 quid and they supply the unlock code then, yes, you should be able to use the handset on any network including Vodafone. I presume you'd have to reset all the access point and connection settings with info relevant to Vodafone's 3G data services.
You probably won't want an Orange variant N70 as it would have the Homescreen application built into firmware that everyone and their dog moans about.
Best off looking at Sim free handsets or at a push O2 variants.

You may not want a T-Mobile or 3 version handset as I have read plenty of posts where the operator is extremely reluctant to hand over the unlock codes or want to charge exorbitant prices for the codes. e.g. £100+
I really think that the safest option is to buy sim free or if you go for a network then O2, or since you are on Vodafone then get a Voda branded handset.

From what I have read on other sites, ONLY the original owner can request an unlock code from the network. When a handset is purchased on contract, the imei and customer details (name, address, etc..) are sent to the network. When an unlock code is requested, they go through a security procedure which double checks the customer details. If they don't match, an unlock code is not released. I have unlocked my own personal handsets from the network and they have always go through security with me.

If you buy a Nokia N70 from EBay and unlock it, You can definitely use it with Vodafone network. But you can't get the unlock code from the respective network provider as you would be not the original contract owner. So, You must get the unlock code from any trusted vendor online. For example, If you are getting an Orange network locked Nokia N70. You can get the accurate unlock code from www.simpleunlocking.com/nokia-n70/rs16wp9/ at low cost with easy unlocking instructions. All the best mate.
