I don't think is currently possible. I recall a post about this on the forum before, so it may be worth doing a quick search to see if the original poster came up with any solution.

if you access photographer first then twist the phone to camera mode. when the camera comes on push the red hang up button without twisting the phone back. then push and hold the menu button and wait for the task manager to come up select photographer and you should be able to use it
I uses Psiloc's task manager with success in order to achieve the goal of shutting down the camera in twisted mode. Now I'm using Symbianware's offering, I still get success and I recommend it.
