Reset Code Restores Factory Settings

Hello,
I've noticed that sometimes, Series 60 phones like 3650 and N-Gage do not really reset themselves when I'm inserting the *#7370# - total reset code.
It is only restoring the phone's factory settings.

In the past it used to work. What happend?

How do I enter the Reset Code, which screen? What do I have to do? My phone is locked and I can't get into it, so I wanna know how do I enter the reset code?

It does work but *#7370# only formats phone memory and not all the data(apps,games etc) installed on MMC.

On the main scree where you type the numbers you dial but if the phone is locked you can't format it.
