Transoder for a streaming video

Hi.

I am trying to find a tool that is able to transcode at real time a streaming video (rtsp://xxxx.xxx.rm as input) and generate content in different quality.
For example will take as input a streaming video at 56K(from a TV channel for example) trascode it on the fly and output the streaming video at 16K(and maybe in different format - that will be appropriate for a mobile device-3gpp format).
I tried the Helix Mobile producer (and the live edition) but they doesnt provide this fanctionality. Could be the Helix Mobile Producer live take as input a link to a streaming video..?

Is there any other tool gives you that ability?
