Bit difficult to make a judgement on this as the 6600 must be a prototype. The only issue really is how much the pictures would be improved with better software. That also assumes that the prototype doesn't have the finished picture software in it...

Cost (of the sensor module, additional memory required, additional integration & verifcation/testing required, etc.). It'd most likely increase cost enough to take it to a new price range, which means fewer buyers, which means less revenue, which means that the initial price has to be higher, which means fewer buyers, which...
Eventually it'll be economical enough.

That's the BCE, the Basic Cost Explanation. I wish it were it were the only one, because it's the most logical. Unfortunately, broadbeans are cooked everywhere (phrase from the Spanish "allí también se cuecen habas"). What I mean by that is that there are people and companies taking short cuts all the time, so that Logic does not always prevail. For a really extreme view of why euro phones are underengineered, try this for size
