The application requires a one-time only download to the client device, provides hi-speed route downloads and has no need for connectivity during navigation sessions. Additionally, in order to meet a wide range of consumer needs, the Polaris for Cellular Phones runs on all models of Java-enabled phones such as Nokia 6310i, 7650, Motorola T720, Sony p800, Siemens sI45i and more.

I think this will be offered to consumers by the network operators, or by corporations (eg transport/couriers/taxis) to their users. Movistar in Spain are beginning to advertise such a service...
