Must device be activated to use app & bluetooth?

I may buy a used S60 phone (E62 or E61i) to run Symbian only software (RaceChrono). I do not wish to activate cellular service for the device. Are there any techno-big brother hurdles that would prevent me from installing & running applications and using the bluetooth to log GPS and OBD II receivers on a non-activated s60 phone?

You can use the phone without a SIM card and install and run applications, Bluetooth, etc.
