Im a noob with my n95 so dont know much about the applications and signing but are nokmote and rotateme already released as full versions and once there released to the public for free would I need to get the application signed before being able to install it?

In brief though: No, they aren't out of Beta yet although rotateme is very close (the latest beta is perfect). Nokmote is a little way off release at the moment.
Even when they are publically released they will need signing until Symbian get their finger out and certify the apps. Samir will submit them for symbian signed as soon as they are complete though
