What if tried unlock too many times and phone is locked?

If someone tried to enter incorrect unlock codes and caused phone to be totally locked will a hard format clear it up, so that one can have 3 or 5 more tries again? Or will one have to take it to a shop and have the technician use a wire hookup to unlock it?
