suggestion for an app

Is anyone out there able to create a Proggie to do one or all of the following?

1) to set the IR on and default to on for 10mins and PC CONNECT or even let me choose if I open it??

2) turn the light on and off without having to go thourght the control panel?

I'd like to add these to my HANDY day short cuts so I dont have to keep on tappin to get what I want...
