Symbian security question

Hello.

I need help with some things i would like to know, i appreciate the help, thanks in advance

I never had a S60 device and i would like to know something about it.
(I have been researching and what i want is actually the opposite of what most people want lol, so found no answers)


Question 1:
Is there any way to forbid ANY applications from being installed?

So basically what i need is some sort of " Don't allow applications to be installed (signed or not) and never ask me about this again, unless i enter settings again, and change this back manually" option.
Or something similar.

Question 2:
All applications have to be installed before being run, with no exception right?

All applications (if they're not part of the firmware hand are "factory installed") have to be explicitely installed before they can be run on Symbian/S60 based phones.
