I'm an Italian, and I can confirm that the Nokia store has been online since Spring.
I never bought anything from it (I don't like DRM'ed music), but I've browsed it several times.

Well that's very weird... Here's the link to the Nokia press release, it's pretty unambiguous that they had just opened the store:
The release talks several times about this being the launch of the Italian site.
I just checked in the Nokia release archives, and previous press releases do mention NMS being available in Italy already.
BUT... there's no previous press release in the archives for an actual Italian launch, whereas all the other launches had press releases as soon as they went live.
It's as if they launched it without a release a long time ago, then decided to issue a release about the launch yesterday. Very odd indeed...

Yes,I'm sure.I'm not an Italian but I was able to choose it in the bottom of the page long time ago.Probably the've just updated with more local songs.Look for example the press release for the Dutch opening of the store on 8 April and you will read this:"The Nokia Music Store is available in the United Kingdom, Germany, Finland, Ireland, Italy, and the Netherlands."

If that's the case, why did Nokia just say:
"Today Nokia has announced the launch in Italy of its new digital music site, Nokia Music Store"
Are you sure it was an italian NMS site that was live, or were Italians able to access a NMS for another country?

Interestingly in this globalised age the press release for the launch emphasises the need for local music, giving a statistic that 54% of music bought in Italy is Italian.
