If you're dialling out via IR, go to the COnnect Folder and activate the Modem function.

If you dialling out via BT, you will need to use the BT software on your Windowns notebook to dial out using the Dial-Up Networking BT profile. The 7650 will automatically handle everything else, no driver needed.
