Search for Theme Editor or Theme Studio

You also need a good image/bitmap editor (and for newer phones it'd be good if it also handled SVG/SVG-T format files).

Forget about the Theme Studio, there is a new tool for editing themes, look at forum.nokia.com, search for Carbide.ui S60 Theme Edition 3.1 for Symbian OS.
