Within the .zip file, if you look in the manifest.mf you will find the origin of the application
http://www.sacrednet.com/webcammicroviewer the description on the URL reads "...WebcamMicroViewer is a software for capturing images and displaying them on J2ME-capable device. It consists of a servlet that runs on a computer with a webcam or a video grabber card and a J2ME client..." there are JAR and JAD files available. However I am not certain of the use on a 7650 (monitor a room perhaps) and I believe as a consept there are similar apps around.
