I want to develop an application that can intercept the call and when the call is connected i want to play a sound that can be heard by users at both end.

I am a begginer so plz also tell me about the tools and languages that will be most suitable for developing this.

If you're a beginner, I would propose you look into an app that uses only published/documented programming interfaces.
