Like Jyrik said,the emulator comes with the SDK,so you need to download the SDK in order to use the emulator,and dont get your hopes up about running complex apps on it.

This would be some kind of simulator, that should run apps compiled for arm or thumb under windows. This kind of program does not exist (yet?).

Well it does,like i said,it comes with the series 60 SDK.
From the SDK help:The Emulator provides a full target environment, which runs under Windows on a PC. This implementation of the Symbian platform is known as WINS — the single process Windows platform.

The Emulator enables development to be substantially PC based. Only the final development stages focus on the target hardware. The only exception to this rule is for low level programming, where target hardware must be directly accessed — such as programming for a physical device driver.

I think I didn't explained enough clear: The emulator from SDK run apps that was compiled for WINS target, and will not run apps compiled for ARM target, i.e those apps will run only on target hardware.

I was thinking the question was if there exist an emulator that will run under windows apps already available, like SeleQ, HandySafe, etc. and it's obvious these apps cannot be run under windows until one has the source code to compile them for WINS target.

Yep,my bad,i misunderstood your point.That is right you do need to have to sources compiled for a WINS target to run on the emulator,so that excludes comercial apps like SeleQ and such.
