How to apply the screen saver to N70

If by "sub menu" you mean the so called "Active standby" application shortcuts, then: menu > Tools > Settings > Phone > Standby mode > Active standby > Off

If you, on the other hand, have an Orange branded phone and you mean the Orange home screen, then there is no way to disable it.
