I gotta do this conversion from "Symbian" to "Pocket PC 2003." I don't know a darn thing about either at this point, but my first question is, "Does symbian run on pocket pc?" All I see are symbian references to cell phones and what not.

Symbian OS is an Operating System by Symbian (surprisingly) and Pocket PC is by Microsoft, 2 very different Operating Systems.
And porting between them is mostly a complete rewrite (pure, standard operating system indepdendent C or C++ might move almost as-is, but everything that has with the user interface or OS intricacies to do has to be rewritten). If you don't know either OS, it won't be an easy task.

So, "Pocket PC" is an operating system by Microcrap that runs on... something called a "Pocket PC" perhaps?
PocketPC is a flavour (user interface layer and applications, mainly) on top of a Microsoft operating system core called Windows CE ("CE", if my memory serves me right, originally stood for "Consumer Electronics"). Nowadays Microsoft calls it "Windows Mobile for PocketPCs" (or something to that effect).
