There have been a few rumours flying around the forum regarding new firmware version 4.14 which has supposedly been released for the Nokia 7650.
Here are a few:
1: It's pre-installed on handsets produced in the last few weeks.
2: These wont see the shop floors until current stocks run low. Nobody knows exactly when that will be. – Thanks to Omar_g for these

An email was sent to Nokia by Edgedale a moderator on the 7650 forum, this is the response he got:

Can people that have recently purchased a Nokia 7650 confirm this?
You check your firmware version by typing *#0000# on the main screen.

UPDATE
Since writing this article it would seem that version 4.14 has actually been released on some phones.
After a 1/2 hour of trying to get through to Nokia, I was eventually told to ring Dextra as they would get the information before Club Nokia. I was then told to ring a different Nokia Support number, which incedentaly was in South Africa where the 7650 is yet to be released. At which point I gave up.
